You can open .dxf drawings in your browser with the CAD editor, which reads DXF from R12 to 2018. Nothing is uploaded and there is no sign-up. We have not published an open test for specific drawings yet.
Best on a desktop browser. This editor has desktop menus and shortcuts.

No. The CAD editor opens DXF files in your browser.
Will every entity survive saving?
Not necessarily. The editor says entities it does not model yet are not kept on save, so compare the result with the original.
Is my drawing uploaded?
No. It is read by code running in your browser.
